WOLSINGHAM PARISH COUNCIL

MINUTES OF   MEETING  HELD

TUESDAY 8TH  OCTOBER   2019  

7.00 PM

TOWN HALL, WOLSINGHAM

Public Participation  7.00 pm – 7.15 pm

 

A period of 15 minutes for members of the public to raise questions/concerns

Members of the public are very welcome to remain after this period but cannot speak on any agenda item unless permitted by the chair.

  2. TO RECEIVE QUESTIONS FROM MEMBERS OF THE PUBLIC:
  3. DECLARATIONS OF INTEREST: None
  4. MINUTES OF  MEETING HELD 10TH SEPTEMBER  2019 , agreed as a true record.
  5. MATTERS ARISING: A meeting has taken place regarding wild flowers on council owned land but as yet no firm proposals have been forthcoming.
  6. CORRESPONDENCE: A) Hockey Pitch, further letter via S.Martin Denham and England Hockey, it was reported that  there is a very rigorous criteria to be met  for Sport England to support such a project and it was thought these criteria could not be met. The pitch would have to be a 3G synthetic surface and the cost was thought to be in the region of £650K

                                      B)   Road Safety concerns Rectory Lane on to Wolsingham, Tow Law road, Cllr. Savory would raise the matter with Durham C.C. Highways Dept. and arrange a site visit with officers.

                                         C) Councillor Sam Palombella ward member for Thornley had tendered his resignation due to increased work commitments. Clerk to write thanking Sam for his work and dedication to Wolsingham Parish Council.

  1. RECREATION GROUND:

A) Skatepark Hard Core and reseeding have been completed. There is now a problem with loose stones being thrown around , particularly into the skate park. A more permanent solution was needed, with a dedicated access, clerk to write to Guy Rawlinson to have a specification  and costings produced.

B) It has been noted that not all , or very few users of the skatepark are wearing protective clothing and head gear, It was agreed that “flyers” be sent to the schools (A5) leaflets advising all users of the need to wear protective clothing. Post on Weardale Notice Board, and mention in Town Crier.

Cllr Vipond to source leaflets to include emergency services contact details , site location.

  1. STRATEGIC DEVELOPMENT PLAN  A further 50 questionnaires had been received, when the results have been analysed a consultation day with residents will be organised.
  2. MEMBERS REQUESTS: A) It was requested that a board be situated on the Market Place advertising a “pop up shop” at Angate Street, agreed.

B) A further request was made for possible funding for the High House Chapel, Ireshopeburn, which is being converted as part of The  Weardale Museum,  the history, cultural  and heritage of  methodism in Weardale. It was agreed that this would add to the tourism value for visitors to Weardale. No specific sum was requested and as the project was in the early stages may be, provision could be made in the 2020/21 budget. Cllr Norman as a trustee declared an interest.

 

  1. NEWSLETTER: To include safety leaflets for users of the skatepark, Christmas Fair to be held in the Sports Hall, at Wolsingham School, Friday 15th November 4.00 pm – 8.00 pm

        11 .         PLANNING:    The following applications have been approved:

DM/19/02468/FPA     2, Convent Gardens, replacement doors and windows to second floor dormer windows to front and rear elevations

DM/19/02379/TPO    7, Demesne Court , crown raise 2.5m, crown thin 15% remove minor deadwood and formative prune to create balance crown to T1 cherry tree and crown raise 2.5m over access drive and crown raise 4.5 m over public highway to T2 cherry tree         

DRC/19/ 00251          Coal Storage yard , The Causeway, discharge of conditions 3a ,b & c ( contaminated land)4 ( Landscaping) and 8 External materials, 6 (footway and Access widening and 7 (hardstanding & parking)

DM/19/01846/FPA     West House, 1a Co-operative Terrace, replace garage door with two windows and replace side door with window.

 

11.02            The following applications have been notified

DM/19/02920/TCA    Millstream Cottage, 9,, West End, fell 1 horse chestnut tree

DM/19/02518/FPA     2, West End, change of use from dental surgery (D1) to residential use(C3)

DM/19/02848/FPA     Land to North East Of Holebeck House  Farm, rationalisation of previous planning permissions to allow use of 54 no. touring caravan pitches and21 no. tent pitches all year round and associated landscaping.

          11.03                 The following application has been objected to

DM/19/02534/TCA    41, The Causeway , fell 1 pine tree. The tree is prominent in the conservation area and contributes to the areas character and appearance. A Tree Preservation Order is therefore to be placed on the tree.

  1. Finance Reports End SEPTEMBER  2019 , agreed and accepted.
  2. Ice Cream Franchise , One tender had been received , Wonderfull Whippy Ltd to be awarded the contrcat for three years for £2500 p.a.
  3. Tenders for Maintenance Closed Churchyard. Two Tenders had been received,

 Cut & Strim  quotation £7550 , Mr. Robson quotation £5250

Contrcat awarded to Mr. Ian Robson being the lowest tender.
