MINUTES OF   MEETING  HELD

TUESDAY  9TH MAY   2017  

Following the Annual Meeting

  1. APOLOGIES FOR ABSENCE: None.
  2. DECLARATIONS OF INTEREST: None
  3. POLICE REPORT:  P. C. Moore gave the police report, there had been several opportunist crimes in the last period , poaching on farms, and a heath fire. Some anti social behaviour had been witnessed and recorded today involving residents from Green Towers and the police were keen to view the CCTV recordings. The criminal damage to the recreation ground safe playing surface had been recorded and the item placed on Facebook , but no information  was forthcoming and the case had been closed, resulting in £600 of damage. There had been a higher than normal incidences of speeding vehicles and a road traffic collision, there would now be a concerted effort to reduce speeding and a month long surveillance would be undertaken using all measures possible . Speed awareness speed cameras in vans , laser speed traps and the matrix laser speed gun.

A new PCSO Ross Herring has commenced in the Dale as well as 19 mini policemen from the local primary school.

  1. MINUTES OF  MEETING HELD 4TH APRIL 2017 , with the addition of J. Wilson having attended the last meeting agreed that the minutes were a true record and signed as such.
  2. MATTERS ARISING :None
  3. CORRESPONDENCE:   CAB  request for Financial Support.agreed to ask for further information regarding numbers helped from Wolsingham & Weardale.
  4. RECREATION GROUND: Long Distance Walking Assoc. use of parking facilities 24th June , agreed with the following provisos,

Only grass park to be used , if inclement weather and ground is “ cut up” to be repaired at LDWA expense, to carry out a risk assessment before the event. All vehicles to pay & display a current parking ticket and to be marshalled by LDWA volunteers.

Request for tree works , 5 / 6 Mill Race TCA.agreed to submit a planning application on their behalf , if successful with the tree works , cost to be met by residents of 5/6 Mill Race.

  1. ST. ANNE’S CENTRE:  
  2. ALLOTMENTS A good deal  of timber in the form of pallets was being accumulated on one of the plots, clerk to speak to plot holder to ascertain the future use of the pallets.
  3. TOWN HALL:   
  4. MARKET PLACE: Parking South Side of Market Place , the situation regarding parking was becoming increasingly vexatious and needed to be resolved. Cllr. Vipond declared an interest on the matter .Clerk to write to residents explaining the situation as to ownership and that the Parish Council will not be selling any parcels of  land.
  5. ANGATE STREET TOILETS :
  6. DEMESNE MILL:  A quotation of £800 had been quoted by Emerson Fencing, for the fencing work agreed to proceed at the earliest opportunity.
  7. THORNLEY WOOD Fund raising Carriers for Causes Tesco , purchase a carrier bag , receive a token and vote in store at Bp. Auckland, Newton Aycliffe or Darlington to enable the Parish Council receive up to £5000 in grant aid towards the formation of a car park at Thornley Wood.

Durham Wildlife Trust had prepared a management plan for the ongoing upkeep of the wood, clerk to e mail to councillors.

  1. FOOTPATHS 
  2. CLOSED CHURCHYARD: Weardale Perfection Daffodil , three clumps of daffodils were planted in 2008, they were hybridised in the 1800’s by Mr. Backhouse of St. John’s Hall. In 2006 – 8 more bulbs were “cloned” from existing stock and upwards of 500 bulbs were planted in the churchyard of St. Mary & St. Stephen. Mr. Dereck Dent and the Weardale Society are keen to lift some of the bulbs for more hybridisation so that a walk around Wolsingham of this unique flower can be created as a major tourist attraction.  It is a very lengthy project , allotment space and a polytunnel is required together with finance for the project. Clerk to sound out Weardale Area Action Partnership in the first instance.
  3. NEWSLETTER: Tesco , new councillors, thanks to retiring councillors, proposed speed restrictions Lydgate Lane, and parking issues in Market Place.
  4. CLERKS BUSINESS: Agreed to annual leave
  5. MEMBERS REQUEST: A new councillors briefing session to be arranged for Monday 22nd May 2.00 pm – 4.00 pm

20 .PLANNING:  An update was requested on the planning matters at Pole Tree Farm. Clerk to contact Tim Burnham at DCC.
