WOLSINGHAM PARISH COUNCIL

MINUTES OF    MEETING  HELD

TUESDAY 13TH DECEMBER  2016  

7.00 PM

TOWN HALL, WOLSINGHAM

 

PRESENT: Chair   D. Sugden, Mrs. J. Henderson,, G. Price , S. Calvert, Mrs. A. Savory

  1. APOLOGIES FOR ABSENCE: M. Bell, M/s L. Richardson, J.Wilson, D.C. Pattison, Mrs. M. Epsly
  2. DECLARATIONS OF INTEREST: None
  3. POLICE REPORT: None present , no report.
  4. MINUTES OF  MEETING HELD 8TH NOVEMBER 2016 agreed and signed as a true record.
  5. MATTERS ARISING : Willows Play park, three new seats and a picnic bench had been authorised and were awaiting installation, funded by Cllr. Anita Savory Neighbourhood budget.

Before commencing with the groundworks and clearing of vegetation DCC are to carry out a risk assessment by their Health & Safety team.

  1. CORRESPONDENCE:   Durham County Council , the long awaited Durham County Plan has been temporarily put on hold , awaiting more information on the proposed new Housing Bill to be published.
  2. RECREATION GROUND: Skate Park:  No further update on this scheme albeit a new £90k park has recently been constructed in Crook. with additional funds coming from the three DCC ward councillors. Clerk was arranging a visit to the recently installed skate park at Crook. No feedback had been received since the article in the Town Crier, clerk to contact school to ascertain any feedback from pupils. To be left over for a further month to judge any responses before a decision is made on moving forward.

 

Additional fencing/gates recreation ground tender documents have been circulated to interested parties. To be dealt with under Finance

 

Public Space Protection Order for County Durham the consultation process has ended and the proposals are:

The proposed PSPO will help to protect our parks and open spaces against those irresponsible dog owners who do not pick up after, or control, their dogs properly.

It should help the following:

Reduce dog fouling

Reduce the number of stray dogs and make it easier to return stray dogs to their owners by checking dogs are microchipped (from April 2016 it became law that all dogs must be microchipped)

Better control of dogs in public areas

Safer and more welcoming play areas

Improve the local community and environment 

 

  1. ST. ANNE’S CENTRE:  No one appeared to know how the hearing induction loop worked. Clerk to contact the installer.

Bowling Green : Tender documents had been circulated to interested parties and advertisement placed  in Weardale Gazette. To be dealt with  in Finance agenda.

  1. ALLOTMENTS
  2. TOWN HALL:    The clock would be installed in January

Following the successful installation of LED lighting to the main hall it was agreed to replace the remaining fluorescent light fittings with LED fittings in the next financial year and include £1000 in the precept/budget for 2016/17.

  1. MARKET PLACE: The Christmas tree was very well illuminated and several positive comments had been received on how well the Market Place was and residents and shop owners were to be congratulated for their efforts.  A good deal of positive comments had been received and visitors going to the Polar Express , Stanhope,  had been calling at Wolsingham  probably to Sixes & Sevens window displays,, better than Fenwick’s window I am told. ? The Christmas Market had again been well attended and various organisations had raised money for their respective charities/ good causes.
  2. ANGATE STREET TOILETS : The interior of the building was again experiencing dampness , but the mould had not as yet reappeared.
  3. DEMESNE MILL:  With the onset of winter and dark nights/ mornings there was a noticeable increase in the amount of dog dirt littering the paths and grassed areas. A report would be forwarded to the Neighbourhood Wardens and the dog patrol. Durham County Council are currently undergoing a consultation exercise on creating a new Dog Control Order for County Durham and when approved will lead to more stringent rules on the control of dogs and dog fouling penalties.

Police and trained council officers will have the power to issue Fixed Penalty Notices of £100 (reduced to £60 if paid within 10 working days) for breaching the PSPO. The maximum penalty is £1,000.

  1. THORNLEY WOOD The first planting has taken place with the trees supplied from the Woodland Trust
  2. FOOTPATHS  The leaflets on the walks in and around Wolsingham have been very popular in assisting walkers and ramblers navigate over 140 miles of footways and has been hailed as a leading role model of how to publicise and encourage walkers to Wolsingham

It had been noted that a steel barrier had been erected at the Grammar School entrance on to the footpath leading to the main A.689 road, Cllr Price asked if a similar barrier could be erected at the Primary School. Cllr. Savory to action.

Several dropped kerbs have recently been blocked by vehicles , preventing disabled wheel chair users and mobility scooter users from accessing parts of the town, this is a traffic offence and carries a fixed penalty notice of £60 and will be enforced by the police.

Following the successful installation of LED lighting to the main hall it was agreed to replace the remaining fluorescent light fittings with LED fittings in the next financial year and include £1000 in the precept/budget for 2016/17.

MARKET PLACE: The Christmas tree was very well illuminated and several positive comments had been received on how well the Market Place was and residents and shop owners were to be congratulated for their efforts.  A good deal of positive comments had been received and visitors going to the Polar Express , Stanhope,  had been calling at Wolsingham  probably to Sixes & Sevens window displays,, better than Fenwick’s window I am told. ? The Christmas Market had again been well attended and various organisations had raised money for their respective charities/ good causes.
  2. ANGATE STREET TOILETS : The interior of the building was again experiencing dampness , but the mould had not as yet reappeared.
  3. DEMESNE MILL:  With the onset of winter and dark nights/ mornings there was a noticeable increase in the amount of dog dirt littering the paths and grassed areas. A report would be forwarded to the Neighbourhood Wardens and the dog patrol. Durham County Council are currently undergoing a consultation exercise on creating a new Dog Control Order for County Durham and when approved will lead to more stringent rules on the control of dogs and dog fouling penalties.

Police and trained council officers will have the power to issue Fixed Penalty Notices of £100 (reduced to £60 if paid within 10 working days) for breaching the PSPO. The maximum penalty is £1,000.

  1. THORNLEY WOOD The first planting has taken place with the trees supplied from the Woodland Trust
  2. FOOTPATHS  The leaflets on the walks in and around Wolsingham have been very popular in assisting walkers and ramblers navigate over 140 miles of footways and has been hailed as a leading role model of how to publicise and encourage walkers to Wolsingham

It had been noted that a steel barrier had been erected at the Grammar School entrance on to the footpath leading to the main A.689 road, Cllr Price asked if a similar barrier could be erected at the Primary School. Cllr. Savory to action.

Several dropped kerbs have recently been blocked by vehicles , preventing disabled wheel chair users and mobility scooter users from accessing parts of the town, this is a traffic offence and carries a fixed penalty notice of £60 and will be enforced by the police.

  4. MINUTES OF  MEETING HELD 8TH NOVEMBER 2016 agreed and signed as a true record.
  5. MATTERS ARISING : Willows Play park, three new seats and a picnic bench had been authorised and were awaiting installation, funded by Cllr. Anita Savory Neighbourhood budget.

Before commencing with the groundworks and clearing of vegetation DCC are to carry out a risk assessment by their Health & Safety team.

  1. CORRESPONDENCE:   Durham County Council , the long awaited Durham County Plan has been temporarily put on hold , awaiting more information on the proposed new Housing Bill to be published.
  2. RECREATION GROUND: Skate Park:  No further update on this scheme albeit a new £90k park has recently been constructed in Crook. with additional funds coming from the three DCC ward councillors. Clerk was arranging a visit to the recently installed skate park at Crook. No feedback had been received since the article in the Town Crier, clerk to contact school to ascertain any feedback from pupils. To be left over for a further month to judge any responses before a decision is made on moving forward.

 

Additional fencing/gates recreation ground tender documents have been circulated to interested parties. To be dealt with under Finance

 

Public Space Protection Order for County Durham the consultation process has ended and the proposals are:

The proposed PSPO will help to protect our parks and open spaces against those irresponsible dog owners who do not pick up after, or control, their dogs properly.

It should help the following:

Reduce dog fouling

Reduce the number of stray dogs and make it easier to return stray dogs to their owners by checking dogs are microchipped (from April 2016 it became law that all dogs must be microchipped)

Better control of dogs in public areas

Safer and more welcoming play areas

Improve the local community and environment
