MINUTES OF MEETING HELD

TUESDAY 10TH OCTOBER 2017

7.00 PM TOWN HALL, WOLSINGHAM

  4. MINUTES OF MEETING HELD 12TH SEPTEMBER 2017 , agreed and moved as a true record

  5. MATTERS ARISING : Review of Agenda and Practices , as previously circulated , agreed to defer to next meeting

Strategic Development Plan, agreed to defer to next meeting

To attempt to expedite the above two topics it was suggested that an informal meeting, sub groups or working parties be established, this was not agreed to, as all members of the council would not be “up to speed”

Grassed area at Melbourne Place, Cllr. A. Savory had spoken to DCC Clean & Green team and they have recommended moving the seat to the wall and providing a flower tub.

  1. CORRESPONDENCE: Three items via the website, Holywood Engineering services had requested a copy of the accounts for the last financial year , these had been sent.

Location of Skate Park , responded to as the location would not be The Willows or Demesne Mill

A resident had complained about dogs being allowed to roam free in the churchyard, this had been passed to the Parochial Church Council for action.

  1. RECREATION GROUND: The gate to the outdoor gym had not been altered , clerk to meet with Proludic, the installation firm , next day to have the matter resolved.

A member raised the question of the public toilets in the park being unclean, this facility was administered by DCC and Cllr. Savory would raise the matter with the Clean & Green team.

  2. ALLOTMENTS This year,s best kept allotment winners were confirmed as P. Roden & G. Monkley, presentations to be held November meeting.

  3. TOWN HALL: Progress was being made with the painting and was nearly finished.

Extra drawings had been submitted to the Planning Authority for the installation of the air conditioning unit and a decision was awaited.

  1. MARKET PLACE: The Christmas Market would take place Friday 10th November 5.00 pm – 8.00 pm. The tree and decorations to be installed for the event.

  2. ANGATE STREET TOILETS : Several reports had been received congratulating the cleanliness of the facility

  3. DEMESNE MILL: The pedestrian access had been completed satisfactorily,. DCC had strimmed the area of grass where the black thorn had been taken out and would continue to do so.

  4. THORNLEY WOOD A footpath leading from the main road to Tow Law just near the sewage works was in need of extensive repairs , so that it can be linked to Thornley Wood, Cllr. Gearge had spoken to the Wolsingham Wayfarers who were considering tackling the job, especially if more members joined.

More trees had been given by the Woodland Trust (460) to complete the plantation, work to be carried out by Durham Wildlife Trust.

  1. MEMBERS REQUEST: It was requested that some seats be made available for the Remembrance Day Service and also to fly the flag. Cllr. Norman to speak with church wardens.

Recreation Ground and Demesne Mill to be used for car parking for the Christmas Market.

A request was made to have Wolsingham Parish Council re-designated as Wolsingham Town Council , clerk to ask DCC Democratic Services as to mechanism for change. Reason for change , there appears to be some confusion with Parochial matters and Parish matters??
