WOLSINGHAM PARISH COUNCIL

MINUTES OF   MEETING HELD

TUESDAY 9TH OCTOBER   2018  

7.00 PM TOWN HALL, WOLSINGHAM

  1. APOLOGIES FOR ABSENCE: None
  2. POLICE REPORT: PCSO Laura Birbeck gave the police report, no major issues to report. The annual show had gone well with no arrests and no issues considering the turnout was high, the meeting with the Safety Advisory Group had been well received. A number of public house burglaries had occurred in the dale , but not Wolsingham. Opportunist thieves are trying to gain entry to parked vehicles , owners are asked to be vigilant and not to have goods on display.     A quad bike had been stolen from the Hamsterley area.A number of Farm Watch operations are planned for November/December and stop searches will be carried out. Parking at the primary school was raised again and would be investigated.

  5. MINUTES OF  MEETING HELD 11TH SEPTEMBER  2018 ,agreed as a true record and signed as such
  6. MATTERS ARISING: The toilet block in the recreation ground had been given a good clean, the baby changing board would not be replaced as they were continually being ripped out. No waste bin was in the toilet block and the outside , particularly the door needed attention , Clr. Savory to action. Alternative toilet provision to be investigated. To ask Durham County Council what the maintenance costs of the building are, and what is the usage.
  7. MINUTES SKATEPARK MEETING HELD 17TH SEPTEMBER, agreed as a true record and signed as such.
  8. MATTERS ARISING The poppy bench had been ordered , but no brochure for a memorial seat was to hand. The meeting adjourned to allow a site visit as to where the new seat would be positioned, agreed to place next to bus shelter with a suitable plaque.
  9. CORRESPONDENCE: A letter had been received from GNAS for a donation, this was not committed to but left on the table. The Weardale Garden & Flower Club would be commencing bulb planting next week and volunteers were requested to assist, dates and times of planned planting to be passed to interested members, when to hand.
  10. RECREATION GROUND:  Mr. Bell had requested copies of the skate park meetings, to be forwarded.

All of the above were agreed and would form the policy for GDPR procedures/actions.

A concession had been afforded to local councils and there was no longer a requirement for a Data Protection Officer.

            12. MEMBERS REQUESTS : A member asked that further information be obtained regarding the former Sawmills site , which had been purchased by SPAR, no significant work had been undertaken and the site was an eyesore. Similarly despite requests to Building Control , DCC, no action had been taken to fix the guttering and wall at the former steelworks site. Clerk to raise again with DCC.

A member raised the effectiveness of the speed ramps in Demesne Mill as they were in part badly worn, and suggested they be taken out, when the cost of removal is known. A councillor objected to this as they were put in to stop “ boy racers”, deferred to a site meeting and future meeting to decide .

After the recent gales some tree brash and debris was still left, clerk to have collected.

A visit to asses the councils assets to be arranged for Saturday 20th October 2.00 pm, to meet at the Town Hall.

15. Finance Reports End Septembert 2018 agrred and accepted.

It was proposed that the website be updated giving more information on the procedure and costs of booking the Town Hall and St. Anne’s Centre, also to have contact details displaid on the notice boards.

15.1 External Audit Report 2017/18 Audit two minor administrative  errors as to the Governance Statement had been recorded, otherwise the Statement of Accounts had been signed off.

15.2        Tender for Churchyard Maintenance. There had been three returns and the contract was awarded to Gardens of Eden for £5100 p.a.

15.3        Ice Cream Franchise one return had been received and the contract was awarded to F. & A. Gabriele for £2000 p.a.
