WOLSINGHAM PARISH COUNCIL

MINUTES FOR MEETING HELD

TUESDAY 11TH June 2024

7.00 PM

Town Hall, Wolsingham

  1. APOLOGIES FOR ABSENCE: H Yeulet, A Vipond, A Savory
  2. TO RECEIVE QUESTIONS FROM THE FLOOR: Members of the public raised concerns with the imminent closure of the Wear bridge for maintenance works by DCC and the disruption it would cause. It was agreed the Parish Council would write to DCC expressing these and other concerns which had been received.
  3. DECLARATIONS OF INTEREST: Cllr Rodgers read out the guidance received from the Monitoring Officer on the declaration of interests. The Chair explained that declared interests are not restricted to pecuniary ones (relating to money) but can also include other personal interests. Councillors are still able to speak on matters where they have declared an interest but must first formally request to do so in writing to the Clerk.
  4. MINUTES OF MEETING HELD  14th May 2024: Amendment ofLibrary Rent’ title to be added to 5(v) - Agreed as a true record
  5. MATTERS ARISING:
    1. Format of Minutes – new layout was agreed with comments still being recorded if requested and any votes taken will also be recorded with who/how they voted.
    2. Policy Reviews – still to be completed.
    3. Risk Assessments – agreed with the works required.
    4. New Toilets – Works nearly completed, door entry systems have been ordered.
    5. Library Rent - Still awaiting decision from DCC
  6. CORRESPSONDENCE:
    1. Wear Bridge Repairs/Closure – As above in Item 2
  7. MAINTENANCE WORKS:
    1. St Anne’s Heating – Still awaiting quotes for the Hive system.
    2. St Anne’s Further Decorating - Ongoing
    3.  St Anne’s Flooring – The decision has been deferred until later in the next financial year.
    4. St Anne’s Roof lights – This work is still to be completed.
    5. St Anne’s Front Door – Agreed to look into costs for replacement & investigate funding streams.
    6. Recreation Security Barrier – Works completed
    7. Demesne Mill Potholes – Completed. Agreed to look into costs of repairing wooden gate into country park from car park.
  8. Declaration of Interest – As above in Item 3
  9. Security St Anne’s – Agreed to installation of security camera on main door.
  10. Finance
    1. Payments & Reports for May 2024 – agreed.
  11. PLANNING – Council agreed there were no comments to be made on current applications
