WOLSINGHAM PARISH COUNCIL

MINUTES FOR MEETING HELD

TUESDAY 14TH May2024

7.00 PM

  1. APOLOGIES FOR ABSENCE: H Yeulet
  2. TO RECEIVE QUESTIONS FROM THE FLOOR: None Received
  3. DECLARATIONS OF INTEREST: Cllr Savory declared an interest in planning and the items relating to the Kiosk/new toilets.
  4. MINUTES OF MEETING HELD  12th March 2024: Agreed as a true record
  5. MATTERS ARISING:
    1. Steelworks Building – The owners of the Steelworks building were unable to attend
    2. Policy Reviews – New templates have been issued by NALC for Finance Regulations, reviews can now be completed on this policy & Standing Orders policy
    3. Risk Assessments – completed on Town Hall & St Anne’s
    4. New Toilets – Works ongoing, No funding available by AAP. Council agreed to the charge of 30p per visit.
    5. Library Rent - Still awaiting decision from DCC
    6. Council agreed Blue Badge holders can park for free. Agreed that spot checks on parking will be carried by Councillors. Council to consider further signage in Demesne Mill.
  6. CORRESPSONDENCE:  
    1. HGV’s / Traffic Etc – Queries need to be directed to DCC not Parish Council.
    2. Lithium Extraction – Details of planning application & transport assessment can be found on DCC planning portal and anyone you wishes to comment is able to do so.
    3. FOI Request – Reply has been sent regarding queries concerning the parking meters.
    4. Police Engagement Fraud -Police have offered support on fraud awareness to the local community groups
    5. Demesne Mill Camping – Council agreed to monitor
  7. MAINTENANCE WORKS:
    1. St Anne’s Heating – Still awaiting quotes for the Hive system.
    2. St Anne’s Further Decorating - Ongoing
    3.  St Anne’s Flooring – The decision has been deferred until later in the next financial year.
    4. St Anne’s Roof lights – This work is still to be completed.
    5. Recreation Security Barrier – Agreed costs for installation of new gate & associated fencing.
    6. Demesne Mill Potholes – Works to be completed during the carriageway resurfacing works in the next two weeks.
    7. Car Park Lights – These are working correctly
  8. Christmas Lights – Council agreed costs from DCC for yearly installation
  9. Crepe Van – All payments are now up to date.
  10. Patio Area St Anne’s – Cllr Bonar to arrange tidy up
  11. Availability of Monthly Accounts – Agreed that accounts are already accessible to the public & redaction of salaries etc would be required if monthly data was released.
  12. Use of Emails – Council agreed that any decisions would be made at a Council meeting, however discussions can take place via email.
  13. Finance
    1. Payments & Reports for May 2024 – agreed.
    2. Audit / AGAR – Internal Audit Report presented & agreed, AGAR was presented & agreed including all year end documentation, Council also agreed to appoint our current internal auditor (Allen Sykes) for the forthcoming year.
    3. Insurance Quote – Council agreed to new costs
    4. Toilet Entry System Quote - Council agreed new costs for door installation system.
  14. PLANNING – Council agreed there were no comments to be made on current applications

Date of next meeting – June 11th 2024 to held at the Town Hall, Wolsingham at 7pm
